नई दिल्‍ली: देश में तीसरे चरण का लॉकडाउन 17 मई को खत्‍म हो रहा है। इसके बाद कितनी बदलेगी आपकी जिंदगी, क्‍योंकि 18 मई से शुरु होने वाले लॉकडाउन-4 में कौन सी राहत मिलेगी। क्या बस चलेंगी, घरेलू हवाई सेवा शुरु होगी, क्या सारी दुकानें खुलेंगी, आफिस शुरु होंगे। यह सभी सवाल आपके जहन में घूम रहे होंगे। क्‍योंकि कोरोना वायरस के खिलाफ जारी जंग के बीच प्रधानमंत्री नरेंद्र मोदी ने मंगलवार को देश के नाम संबोधन में लॉकडाउन-4 की घोषणा कर दी।

प्रधानमंत्री ने कहा कि 18 मई के बाद लॉकडाउन नए रंग-रूप में जारी रहेगा। पीएम ने अपने संबोधन में लॉकडाउन-4 को लेकर जो संकेत दिए हैं, उसके मुताबिक लॉकडाउन का चौथा चरण अब तक के चरणों से कई मायनों में अलग होगा। इसमें न सिर्फ ज्यादा रियायतें दी जाएंगी, बल्कि राज्यों को भी अधिकार दिया जा सकता है कि वे तय कर सकते हैं कि किस तरह से इस महामारी से पार पाना चाहते हैं। इसके पहले पीएम मोदी ने राज्यों के मुख्यमंत्रियों के साथ बैठक में लॉकडाउन-4 किस तरह का होना चाहिए इसपर सुझाव देने की बात कही थी। एक बात तय है कि कोरोना लॉकडाउन के चौथे चरण में अर्थव्यवस्था को खोलने की तमाम कवायदें नजर आऐंगी। कंटेनमेंट जोन के हिसाब से मिलने वाली रियायतें बढेंगी।

पीएम मोदी ने जो 20 लाख करोड़ का पैकेज दिया है, उसमें से आज MSME और सर्विस सेक्टर को मिलने वाली राहतों का ऐलान भी कर दिया गया। जो साफ इशारा कर रहे हैं कि लॉकडाउन 4 में उद्योग से लेकर सर्विस सेक्टर के ज्यादातर संस्थान खुलने जा रहे हैं।

18 मई के बाद जब लॉकडाउन के चौथे चरण की शुरुआत होगी तो ऐसे में ये तो साफ हैं सबकुछ को छूट नहीं मिलने वाली, लेकिन ये भी तय है कि नया लॉकडाउन पिछल लॉकडाउन की तरह कंप्लीट लॉकडाउन नहीं होगा। माना जा रहा अब चरणबद्ध तरीके से रियायतें बढ़ती रहेंगी। सूत्रों से मिली जानकारी के मुताबिक लॉकडाउन-4 पूरी तरह से राहत भरा और अलग होने जा रहा है।

कोरोना वायरस की वजह से पूरे देश में 25 मई से लॉकडाउन जारी है। देश में अब तक तीन लॉकडाउन हो चुके हैं। पहला लॉकडाउन 21 दिन का था जो 24 से शुरू होकर 14 अप्रैल तक चला, उसके बाद लॉकडाउन का दूसरा चरण 19 दिन का था जो 3 मई तक चला और अब तीसरा चरण दो सप्ताह का है, जिसकी मियाद 17 मई को खत्म हो रही है। इसीलिए 18 मई से लॉकडाउन-4 की कवायद जारी है।

लॉकडाउन-4 कैसा होगा इसे लेकर लोगों के मन में कई सवाल हैं। लेकिन ज्यादातर रियायत और छूट अब राज्य सरकारों के उपर निर्भर रहने वाली हैं। जिस तरह से राज्यों ने शराब की बिक्री, होम डिलेवरी तक के नियम कायदे तय किए उसी तरह अब राज्य सरकारें अपने संसाधन और लोगों की जरुरत के मुताबिक बाकी सुविधाओं में राहत देने का फैसला कर सकती हैं। इसके लिए राज्य सरकारें तेजी से अपनी नीति और सुझाव बनाने में जुट गई हैं, जो उन्हें 15 मई को पीएम मोदी के साथ होने जा रही बैठक में तय करने हैं।.
